Terminal Services not listed in services.msc XP pro SP3

I never needed Terminal Services until today when I tried to activate "Fast user switching"  So I cannot say if it ever existed/launched. 

When I launch Services.msc I have roughly 100+ services listed, most not started, but not the needed Terminal Services.

I did a search in REGEDIT and see a few references to DComLaunch like
C:\WINDOWS\System32\svchost -k DComLaunch

Is there a way to reset this service to launch properly and be listed in services list?

I'm running Windows XP Pro SP3

UPDATE: I have imported a registry sample for terminal server into my registry and now have Terminal Services listed when I review services.msc however the service is not started and when I attempt to start the service I get the message:

Could not start the Terminal Services service on Local Computer.  Error 126: The specified module could not be found. 


Any details on which module could be missing?

I have also attempted to install from the XP CD but I get the message that it is already installed.
