windows xp sp2 services.."SAFE" setting probs..

i use the safe settings for services....some minor problems  :-*
1.)firewall has became off even it is turn on in control panel
2.)system hang at start up...i though it become faster but it seeem it is kinda hang i dont see tha taskbar etc...just my wallpaper..
i try to disabe backround intelegence transfer but it stiil hang...

ooops.. :D
after i use "safe" config services
my firewall cant turn on,start up hang up for about 2-3 minutes.
