"may safely remove portable hadware" with no data access

Ages ago when I got my computer with XP, I went through Black Viper's configuration tweaks to maximize speed with a dial up modem setup. I believe I disabled any camera related function because they cost more than I could afford at the time. BIG MISTAKE. Of course digital camera's are dirt cheap now. Later I went back and reenabled those functions, I thought.

Anyways, I have multiple USB ports on my computer. I have my printer and DSL connections through two of them, operating fine. BUT anytime I hook up a mass storage device like a memory card reader with a SD card installed, a camera usb out, or a pocket drive, all I get is the "may safely remove portable hardware" icon. If I go to My Computer, the USB connected memory device will not show. If I go to "device controller", the memory device will be listed but it's not accessable through that route. The device driver and device show they are working and no problems exist.

How can I stop the computer from automatically wanting me to remove the device and allow access to my mass storage device? I already disabled the power saving shutdown on the USB root hubs.

I checked both of those items out, went to services.msc and restarted both functions even though one it appeared both were enabled to start with. Still have the same result when I hooked up my pocket drive that I got to download items from on an HP I was sending back for warranty work. When I hook it up I get the "Safely Remove Hardware" icon and when checked in My Computer, the drive doesn't exist.
