[Urgent!] can't create PPPOE connection (network problem)

hi Black Viper,
i got problem with my services setting.
it shows me error 771 when i tried to set up a PPPOE connection, saying that RasMan is not started.
then i launched services.msc, tried to start it manually it shows error 1068, about dependencies.
i had checked most of them but i think it's interellated cos some services shows me error 1068 too when i tried to start it...
and i can't get it working.

Make sure that all the dependent services for PPPOE are enabled an started.

i had spent 12 hours to check on the dependencies all are ok but it just won't start.
both remote access connection manager and remote access auto connection manager showing error 1068.

i had just ran the default values 7 ultimate x64.
and did a restart but it still says error 1068.
i am so lost. lol..
can we get into Teamviewer so you can remote my PC to help me sort this out?

i did a clean install with "safe" setting.
it still shows the same error.
i think the services setting are ok.
but the file of the OS damaged.
do you have any idea what files are related to this services to get it working?

yes it is a modded OS.
i tried to use safe setting to integrate on the pre-install.
but it still showing the same problem.
one of our member can get it working but unfortunately he forgot how he fix it

PPPOE error 771

In the older versions of Windows (XP) you needed:

Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager

enabled to get it to work.  This may work in your case.

i also had tried revert windows 7 default setting. it won't work anymore.
