Win_7 mouse hover

Have checked google (losta syntax) and can not find an answer
My son now has a Toshiba laptop (new) with Win 7 Premium.
When the mouse (track/mouse pad) hovers over a menu item or action button, the item is actioned without clicking (double tap) of the mouse.
Balloon Tips is one thing, program execution is another, this being what I'm trying to prevent.
Its driving him and now me, me crazy.
Any ideas (how to stop the action).?

Check the Control Panel -> Ease of Access -> Ease of Access Center -> Make the mouse easier to use
Uncheck "Activate a window by hovering over it with the mouse".
You may also want to check any touchpad/mouse settings with icons in the lower right.
