You don't have suficient privileges to connect to the network

I have a dell xps m1530 and i get a error message everytime i try and connect to my wireless internet card.
i am the adminastrator and even set up and new adminstrator and i am getting this message.
You don't have sufficient privileges to connect to the network.

Have you set up WPA/WPA2 or WEP with your security key properly?
