netBIOSGroup service

What are the components of the netBIOSGroup.  Where are they,  and how are they installed and started. Having a problem wth RRAS not being started because dependent services NetBIOSGroup and RPC cannot start.  PPC is started,, but where is  this mysterious netBIOSGroup..   Other users seem to have same problem....
