Windows Services need to install Radeon Drivers

I have every service turned off on Windows XP Pro SP2 almost. The ones that I have on right now are Cryptographic Services, Plug and Play, Remote Procedure Call. Server. Windows Audio, Windows Installer, and Workstation. When I try to install it it says "System failed to launch installation engine: The RPC server is unavailable." What service do I need to turn on to have it install? These are the Radeon 9.3 drivers for a Radeon X200. I also have this same problem when trying to install AvP2.

This is also happening with The Typing of The Dead. I just tried installing it. :-\

Are the services listed the ONLY ones running?
DCOM also needs to be running for RPC to work properly:

Yes, that is all that I'm running and I turn off Cryptographic Services too but it turns on all the time. That fixed my problem it also fixed Disk Management too because that was not working.

ATI Radeon drivers usually require .NET Framewrok 2.0 to be installed - do you have it?
