System Restore Service - Disabled by Group

After reading Black Viper's Top Tweaks for a Faster PC, I tried to disable my System Restore Service (Win XP Pro SP3) but that option (the check box on the Control Panel / System / System Restore Tab) is disabled - and says "disabled by Group Policy".  Problem is... I can't find where to enable it so I can then disable it.  How ironic, eh?

Can anyone point me in the right direction?

Start > Run > gpedit.msc

Then on the left side:

Computer Configuration > Administrative Templates > System > System Restore

You need administrator privileges to perform the actions above.
