Setting up time limits for Standard users

I've got a friend with two kids that tend to do nothing but sit on the computer from the time they get home from school until they go to bed. She is not always there to enforce who can get on and when, so she had me set up the time limits using the Parental Controls.

While this option is a great way to limit one person's time on the computer, it doesn't seem to be working out as we'd like it to because of there being two children in the family. We're looking for something more along the lines of giving them the ability to be on the computer for say 2 hours at most between the hours of 3pm and 9pm on school days, rather than unlimited time between those same hours.

Any help with this is greatly appreciated.

Are you using Vista or some 3rd party software with XP?

I could have sworn I posted this in the Vista General section, but it seems that I didn't. Sorry about that.

She's running Vista Home Basic SP1. Another thing that I'm now curious about with the time limits, is if they can be setup for times other than right on the hour. That way they can use the computer up until 930...9 is too early and 10 is too late.
