Clarification on start files

Can you pls clarify the distinction between the 2 services start registry modification files?

After I install xp64 and want to optimize the service load at boot, which of the 2 files should I apply for best performance, the default or the safe? What is the diff between them?

You want to apply the safe. The default is the settings that are set by Windows when you install it; ie default.
