External USB Storage Drive not recognised

I have Seagate ST3400601U2-RK external hard drive with separate power and USB connections which works perfectly on my desktop with Windows XP.
I have now purchased a Sony VGN-CR363 Notebook with pre-installed Vista Home Premium. When I connect the external drive to any of the 3 USB ports of the notebook, "nothing" happens ...that is no found new devices,searching for drivers or Safe to remove etc etc.

The drive does not show up anywhere ...Explorer,Disk Management or Device Manager under any head.

Can you please help??

Have you tried plugging any other devices into the laptops usb ports? Have they been recognized properly?

Yes, I fitted the usb logitech optical mouse... it finds new hardware, installs drivers for it... then works perfectly on all the 3 ports.... but when I attach the external storage drive nothing happens at all..
